Overview
The ToiletSmart program assists ACT homeowners to replace their single flush toilet suite or older dual flush toilet suite with a WELS 4-star rated water-efficient toilet suite.
Participants are also eligible for the ToiletSmart Plus options, which include a free home water audit and additional low-cost water saving fixtures and repairs.
Key eligibility
To qualify for a rebate or assistance you must:
- be the owner of an ACT residential property that's connected to the ACTEW Corporation’s water supply network
- have the products installed by a ToiletSmart program plumber
- have the ToiletSmart Plus products installed when the plumber replaces your toilet through the ToiletSmart program.
Pensioner Concession Card holders are eligible for the supply and installation of one Caroma Slimline Connector toilet suite for free as well as a free showerhead at the time of toilet installation.
Installations in rental properties must be arranged by the property owner or their managing agent. The owner or agent must be present at the time of the installation of the toilet suite and payment must be made to the plumber at that time.

Items covered
ToiletSmart provides discounted prices for the supply and installation of a 4.5/3 litre dual-flush toilet to replace a single-flush toilet. A maximum of two toilets can be replaced per dwelling.
ToiletSmart participants also have the option to take part in ToiletSmart Plus at the time of the toilet replacement. ToiletSmart Plus provides:
- a free water audit
- the installation of low-cost water fixtures, including water-efficient showerheads and tap flow restrictors
- repairs to leaking taps and replacement of leaking outdoor taps.
The plumber must remove and dispose of the old toilet suite and other components.
Both programs include free products and/or discounts for Pensioner Concession Card holders.
